Russia is a full-scale dialogue partner of ASEAN since June, 1996.
On November 29, 2004 Russia acceded to the Treaty of Amity and Cooperation in South-East Asia of 1976 (Bali Treaty).
On January 20, 2009 the President of the Russian Federation appointed Mr. Alexander A. Ivanov, Russian Ambassador to Indonesia, concurrently as the first Russian Permanent Representative to ASEAN (the credentials was presented to ASEAN Secretary General on February 19, 2009).
During the last few years, Russia and ASEAN developed substantive relations on a wide range of issues. A solid legal basis of Russia-ASEAN cooperation has been created. During recent six years there were signed: Russian Federation-ASEAN Foreign Ministers Joint Declaration on Partnership for Peace and Security, and Prosperity and Development in the Asia-Pacific Region (June 2003); Russian Federation-ASEAN Foreign Ministers Joint Declaration on Cooperation in Combating International Terrorism (July 2004); Russian Federation-ASEAN Heads of States/Governments Joint Declaration on Progressive and Comprehensive Partnership, the Comprehensive Programme of Action to Promote Cooperation between the Russian Federation and ASEAN for years of 2005.2015, the Agreement on Economic and Development Cooperation (December 2005). The Concept Paper on Science and Technology Cooperation between Russian Federation and ASEAN was agreed and confirmed in 2006. The Agreement between the Government of the Russian Federation and the Governments of the Member States of ASEAN on Cultural Cooperation was signed in October 2010 in Ha Noi.
We have managed to raise our partnership to the highest level. The first ASEAN-Russia Summit with the participation of the President of the Russian Federation was successfully held in Kuala-Lumpur on December 13, 2005.
Following the second ASEAN-Russia summit held in Hanoi on October 30, 2010 the leaders adopted a Joint Statement expressing their general approach and vision to security and cooperation architecture in the Asia-Pacific in the forthcoming years. The statement also defines the main directions for developing the ASEAN-Russia dialogue, focused on specific projects in such areas as energy, science and technology, emergency response, and tourism.
Annually the Minister of Foreign Affairs of the Russian Federation participates in ASEAN Post Ministerial Conferences with the Dialogue Partners "ASEAN Plus One" and "ASEAN Plus Ten" as well as ASEAN Regional Forum's sessions. On the regular basis Russia and ASEAN hold the Senior Officials Meetings (SOM) on political issues (at the level of Deputy Foreign Ministers), Senior Officials Meetings on Transnational Crime (SOMTC), meetings of Joint Planning and Management Committee (ARJPMC) and Joint Cooperation Committee (ARJCC), as well as Russia-ASEAN Consultations on Tourism. Moreover, in 2010 we launched the meetings of our Economy Ministers, and are about to resume the Senior Economic Officials Meetings (SEOM) and also the meetings of the Russia-ASEAN Working Group on Trade and Economic Cooperation. Their main objective will be to develop a roadmap on trade and economy cooperation. Following the First Consultation between the Senior Officials on Energy of ASEAN and the Russian Federation held in July 2010 in Da Lat City, Viet Nam the sides adopted the Energy Cooperation Work Programme for 2010 – 2015.
The first meeting of the Russia-ASEAN Joint Working Group on Counter Terrorism and Transnational Crime was held in Nay Pyi Taw in July 2009, followed by its second meeting in Manila in October 2010.
Within the framework of our partnership we have established ASEAN-Russian Federation Dialogue Partnership Financial Fund (ARDPFF). The total funds the Russian Side has contributed to DPFF since 2007 is USD 1,75 million. Russia is about to proceed with contributing to the Fund by donating annually USD 1,5 million, starting from the year 2011.
We have already implemented several joint projects which were sourced from the funds of ARDPFF. To name some, Workshop on Renewable Energy for ASEAN member countries was organized on 22-23 December, 2008 in Vientiane which agreed to initiate a permanent dialogue in Renewable and Clean Energy in the framework of Russia-ASEAN dialogue partnership.
Russia-ASEAN Workshop on "Development and creation of vaccines of new generation" took place in Moscow on November 27-28, 2008. Its participants exchanged information on theoretical and practical issues of creating vaccines of new generation in Russia and ASEAN countries. It was agreed that the follow up activity under Russia-ASEAN collaboration in biotechnology could be focused on seminars, training and bilateral or multilateral collaborative research and development projects on emerging infectious diseases.
On July 23, 2009 in Phuket, Thailand, the ASEAN Secretary General
Dr. Surin Pitsuwan and the Rector of the Russian Foreign Ministry's MGIMO University Dr. Anatoly Torkunov signed a Memorandum of Understanding on the Establishment of ASEAN Centre in the Moscow State Institute of International Relations (MGIMO University). The Centre, which has been launched in June 2010 is seen as a research and educational entity whose activities will be aimed at reinvigorating scientific ties between Russia's educational institutions and research centers and those of the ASEAN member states, as well as raising public awareness of the current development and future prospects of the Russian-ASEAN partnership. Soon we are going to launch the Centre's Website which is expected to serve as an instrument of raising mutual awareness and understanding between communities and people of Russia and ASEAN Member States.
Together with our ASEAN partners we have already completed another two projects which were also funded from the ARDPFF: 1) Developing E-Commerce National Systems in ASEAN Members Countries for Small and Medium Enterprises, and 2) Studying Foreign Language for Businesses and Professional Communication in ASEAN Member Countries.
In July to August 2010 Jakarta hosted an intensive in-class Russian language study programme which involved a group of professional staff representing travel agencies from all ASEAN Member States. Prior to that, the students completed a distance Russian language course based on state-of-the-art e-learning technologies. The classes were been conducted within the framework of the "Russian Language Course for ASEAN Tour Operators" Joint Project, which was also fully supported by ARDPFF.
In November 2010 in Hanoi Russia and ASEAN held an International Workshop on Biotechnology in Food Industry, which was attended by industry professionals and was a success.
Now we are considering a number of new project proposals to be funded from the ARDPFF, including "Improving the National Disaster Monitoring, Early Warning and Crisis Management Systems in ASEAN Member States", "Establishment of Russia-ASEAN Centre on Technologies", "Russia-ASEAN Dialogue on Renewable Energy".
The economic dimension of ASEAN-Russia cooperation is steadily improving year by year. The bilateral trade volume between Russia and ASEAN Member States in 2008 amounted to USD 10 billion. The year 2009 was less successful for our trade, as its volume dropped by almost 30%, affected by the global economic crisis. The trade statistics for the year 2010 is yet to be revealed, though now we can assume that we've got a steady positive trend with more than 40% growth.
Another prospective sphere of our partnership is peaceful nuclear energy and power industry in general. In this regard, Russia's State Atomic Energy Corporation "ROSATOM" and JSC "United Power System" have already come up with several initiatives aimed at developing cooperation with ASEAN Member States. Specifically, in late September 2010 in Ha Noi "ROSATOM" convened a comprehensive Workshop for ASEAN experts, with a focus on various practical aspects of developing peaceful nuclear technologies.
